In my opinion you did right. I know that 3 seconds doesn't seem like much, but to a little one, it can be. If I miss the "act", I usually just look a little disgusted and unhappy but don't address the puppy directly. They are so quick to learn the difference between the joy I show when they potty in the right place versus the ignoring they get when I find potty in the wrong place.
