even though the testicles haven't dropped, he still has testosterone. He's still young enough that his will probably drop. Cryptorchid males have one or both testes that never drop and are retained in the abdomen - because of this the environment is too hot for sperm to be viable..so cryptorchid males are usually infertile. However, the high temperature does NOT have an effect on the cells that produce testosterone so cryptorchid males display all normal male characteristics and have the same amount of testosterone in their bodies. Cryptorchid males have 10times the risk for testicular cancer though so if they don't drop, you definitely want to have him neutered.
