Found this! It's not just dogs that tilt their heads, lots of animals do it, including people, and most of the time it's to locate the source of a sound.
The reason for the tilt is because both the ears are are at the same height on the head. Because ears are on different sides of the head, the brain is able to use these two sounds coming from two different horizontal positions (i.e. left and right) to get an idea of direction. But both of these sounds are coming from the some vertical position, which makes it harder to distinguish the height. The easy way to compensate for this is to tilt the head slightly.
I dunno..but they sure are cute when they do it!
