the SPCA here will come out and check things. I called because my neighbor has about 20 beagles. They live out of an 18 wheel trailor and the ones that are having puppies are living in rabbit hutches. I told them who I was but that I had to remain annonomous because I do live next door. They came out and told him to clean up
and that was it! But my point is I gues is that they did come out.
