This is going to sound a bit crazy but it's the only thing that worked for me when I had to put eye drops in Simon.
I would wrap him in a blanket (tightly), sit him on top of the toilet (facing the tank) and wrap my knees around him (like a headlock). I live alone so I had to figure out a way to make it work and this was the only thing that did. He quit fighting me after a few times and once he realized that getting the drops equalled a piece of turkey
