Have you tried Cowboy Magic? Lillies britches are kind of wavy and they tend to matt more than the rest of her. I will use the cowboy magic and a slicker brush, lay her on my lap and start brushing...I brush from the ends into the matt...I don't start at the root. Takes me over an hour to get the matts out. This really helps..
Hope you find something that works! When Lillies (puppy) coat started growing out I thought about cutting her too but, she has such a pretty coat...I was really torn about what to do...That's when I tried the cowboy magic.
