How old is your dog? Still a puppy? Puppies ears can be streanghten earlier then older dogs.
My first yorkie was almost 9 months old before his ears stood up.
I did go ahead a shave all the hair from his ears just until they became strong enough to hold up. The muscules in the ears have to have enough strength to hold them up. and the hair weighs them down. I only had to shave them completely for about a month then they stood with hair on them.
