The thing is, your neighbors probably have NO idea that their friend isn't taking care of their pets properly. Are they normally good pet owners? If they had to leave suddenly because of an emergency they probably didn't have much time to find a petsitter...they may have thought this friend would have done a good job and trusted them to care for their babies while they were away. I would just continue to take care of the dog if you can...As long as he gets food and water, he's not going to die...and hopefully his owners will be back in town soon
