It sounds like you are doing everything right. You might add a treat for when he goes on the pad. Also, if you catch him going, praise and praise some more. Say good potty and get really excited happy. He will then understand he did it right. Puppies usually want to pee after eating, drinking, sleeping and playing, so be sure to put him on his pad at those times. If I am confident Holly needs to go, I put her in the room with her pad and leave her there until she goes. I think at this age, the secret is us people learning our baby's potty signs. Usually that means lots of walking and sniffing, and just before the act they generally start walking in circles or spinning. That is the time to grab him and put him on his pee pad. You can also put your baby in a harness and lead and walk him in circles to encourage him to pee. It works much like running water does for people. Holly is 13 weeks and she has the pee pad down pretty good, maybe 70% of the time. She is better with pee than with pooh. Oh yes, try the training pee pads called Quick Start or Rapid Start. They have a special scent that attracts the dogs to pee. They work much better than the sprays. Good luck. This just takes a lot of patience.
