I would use crate training and bells. Crate her for a couple of hours. Take her to the door, help her ring the bells, then take her outside. If she goes, praise her, give her a treat, then play in the yard or take her inside to play. If she does not go, return her to the crate and try again every hour or so until she does go, then praise and play. Eventually she should associate the bells with going outside to pee.
