Of course tragedies can happen with any age person and a small dog. The goal is to minimize the risk, though.
Rescue groups get hundreds of applications and must "profile" to find the ideal adopter. Families with small children, renters, students, people who have given up a pet before, people without vet references, etc., all are a higher risk group. Since the goal is to find the best home for the dog, people who have these risk factors are usually passed over.
Don't forget, good breeders of toy breed dogs usually won't sell their puppies to families with young children either. |
