This IS a scam. One guy tried that on me a while back, he sent me several emails trying to get money out of me, I finally told him to pay for the shipping himself & include a copy of the bill & upon a healthy vet checkup I would send him the money to reimburse him for the actual shipping costs - he never emailed me again!
