you can try to put shoes on him. first put them on in the house and play with him or give him treats while they are on so he gets used to them. some dogs just don't like them (like mine) and refuse to adapt no matter what.
i would just walk him with his coat on and then when you get home wash and blow dry his feet. this is what i do with mine now when she goes outside in the rain or snow.
