You could try a pee pad holder. There are two varieties, one is wire and one is plastic with side grips. I prefer the plastic. Gracie's pads are in her ex-pen. I just tuck one side of the pee pad under the ex-pen frame. She won't go in a litter box, or on a pee pad holder. Little stinker!
