Since you are making sure he gets what he needs everyday, I really don't understand why he isn't gaining. Maybe he will just be a small dog. Ellie eats like a pig and she is still very skinny. Is he hyper?
I don't think force feeding is the answer, but if he needs to be at a certain weight I would do whatever I had to to make sure that happens (unless the vet is wrong and his current weight is right). Can you see his ribs?
