There are alot of people out there who simply don't like small dogs and will tease you for dressing them up. My in-laws are some of those people
I live in GA and my little guy shivers when we go outside almost immediately and it's not that cold here, so I put a sweater on him. I figure, if he's shivering, he must be cold.
