It sounds like he is anxious..and has developed this habit to compensate. I think he needs time to adjust to the new life he has...and you need to help him break an instilled habit. Spray your hands with Bitter Apple and then pet him...I would be leery of saying, NO, too much right now...I would try to distract him as much as possible..BUT I am not a professional trainer...
