Check out
www.petfinder.com and look for rescue groups in your area. All rescue's policies vary- some only take dogs from death row at the shelters, some take owner turn ins, etc.
Hopefully one will be able to help you, unfortunately labs are one of the breeds that are most abundant in shelters, so most lab rescues stay full.
If you could continue fostering her you may have better luck finding a group to help you. They could list her on PF and maybe help with vetting costs and adopting her out. If you are able to continue fostering her, mention that in your email, you'll def. get more replies.
