Certainly get him to vet asap --- it sounds like constipation and/or his anal gland (can be both as a swollen anal gland will effect bowel movements) Some karo syrup in his food will help with constipation. In regards to the anal gland, you may find that you have to has his gland squeezed -- you can learn to do this (its not too hard) but have the vet show you the first time. The classic tell tail sign of anal gland problems is when the dog rubs its butt on the ground/carpet/floor and moves around with only his front legs --- and FYI the stuff that comes out stinks so be careful.
