It is a dewclaw. They are usually removed at birth within 3 to 5 days of age, however if it is on the rear leg it could have been missed since not all yorkie puppies have them on their rear legs. It can easliy get caught while playing or such and I suggest having it removed. If you don't want to have it removed you will need to keep the nail trimmed short and be careful to watch and make sure your baby doesnt get it tore on anything.
