Because an off bite is caused by a recessive gene you can breed dogs to have them by bringing 2 homozygous recessive dogs together. That doesn't make the trait rare or designer it simply makes it out of standard. Out of standard is a disqualification for show because we are suppose to be breeding to the standard and we are judging breeding stock. YTCA is trying to keep our breed true. Any recessive trait can easily be bred but that doesn't mean that it should, I guess it depends on your reason for breeding. Personally I prefer black noses as it lends to expression and that is very important in the yorkie.
