One definition of Rare is - seldom occurring or found : UNCOMMON. The Yorkshire Terrier breed may not a rare breed but the chocolate coloring within the breed is.
Since the YTCA is a club who's standards only allow and are solely for the "Blue and Tan" yorkshire terrier, I think these chocolate breeders just want to form a club that will accept their "Chocolate" yorkshire terrier.
The bottom line, from what I'm understanding, is these breeders are just trying to find a way for their chocolate Yorkshire Terriers to have the same rights and privileges as the Blue and Tan Yorkies have with AKC. If they've figured out a way to start the process that may eventually be eligible for registration with AKC (as a new breed or whatever) than I say good for them!
I personally think it would be more feasible - if someone wanted to start a new club or organization - to start one that would allow all the off colored yorkies in - this would include the once shown black and tan and black and gold colors and would also include parti, golden, chocolate and any other recessive colors that may be out there. They'd be starting out with a much larger membership base if they'd include all off colors in their quest.
