I know that rescues struggle, and that many are doing a great thing. But some do get overwhelmed. We had one here that was shut down earlier this year. I didn't know the woman who ran it personally, but knew others who did. They believed she had the best intentions. However, when the state went into inspect, she had way too many animals living in bad conditions. Just too many to care for. Good intentions gone wrong.
I believe the law in PA is that rescues need a kennel license as well. I haven't researched that myself, so could be wrong about that, however. I hope that the rescue you are referring to is able to get whatever licensing is required to remain open.
