This was discussed two weeks ago at my Obedience class. The idea is that if you say the word "Quiet" (& treat him for responding) while he is barking, you are actually telling him that the word "Quiet" means "Please bark now"!
It takes a little patience to wait for him to stop barking, but it really does seem to work! Dog Trainers always say that you need to be careful that you are rewarding the behavior and NOT the end of the behavior; this time is the opposite; you DO want to reward the end, not while it is happening.
