I am a little confused..is it the animal control or the state run organizations which is different than the Humane Society that is asking that they be licensed? The Humane Society is a not for profit private organization and does not issue any legal citations. While they do euthanize animals they are not like the state run shelters that has laws on the books on how long an animal can stay in the shelter which is usually a very short time.
In Arizona, for our rescues we had to license them so animal control knew where all the dogs were. This is a state law because of rabies. It also was a way for the government agencies (animal welfare) to make sure the rescue's were on the up and up. There have been situations where people were just making more $$$ off of these poor animals.
I know any reputable small rescue struggles to make ends meet so I feel for them.
Please just clarify if is the state government agencies and not the Humane Society. Two different things.
