First off...Welcome to YT!!!

Now as for training...it is a long process that takes lots of constant attention and patience!! I would say that if you are not using treats currently I would start, this really seems to reenforce the training...everytime he misses the pad ignore him and put him on the pads that he is suppose to use...everytime he starts to sniff around pick him up and take him outside or onto a pee pad and tell him to "go pee pee" that way he know what is expected of him....this is the method we used and when they did it right it was lots of praise and rewards and before long they got on...one other thing would to make sure you are cleaning the spots good because if he can still smell the pee he will think it is okay to go there!!!
