I agree, maybe he's deaf, or autistic in some way. Unresponsiveness, and only being able to interact with the other dog is, sadly, most likely a neuorlocial or social issue. Maybe call the vet or research the symptoms of doggy brain damage. Maybe someone could help you with a different method special for them.
