Sorry I must've misread. I wasn't trying to say she's immature or irresponsible. For some reason, I was under the impression she moved out to start college. I was once a college student and I know how hectic life can be during those years - that's all.
From what you are saying, it sounds like she's mature and ready to have a pet. You are her mother and know her best. No advice needed here.
