No one has ever tried to get out of stud fee completely, but I have had those wanting to keep my pick. I give the option to pay me for the puppy back at a little less than that pup would sell for.
I never take the "only" puppy in a litter, instead I ask for a stud fee if they are keeping it, or if they sell the pup I get 1/2.
If she is giving your friend trouble, just tell her to not sign the papers as stud. But.... someone not holding up to a deal, may register the litter with one of her own studs or forge your friend's signature.
Giving enough time to make sure they are probably registered, contact AKC to see if that female has a recently registered litter, your friend should have female's name and registration number from doing the breeding. Explain to AKC and they should be fairly helpful. If the litter was registered, without your friend, I would report her to AKC.
