Have you tried making a sharp noise (like ahah) when he sees another dog and starts barking, while turning around and walking the other way? You walk in the other direction for 5 or so steps and turn back around to face the dog again. If he barks again you turn around, if not you walk closer to the dog. My Yorkie is horrible about that and I am not even sure this would work for her but I have seen it on a training show.
