A dog's testicles should be in the scrotum by 6 weeks of age. Some do take longer of course, but they shouldn't be taking months and months to get there. Yes, cryptorchism is genetic so you should inform the breeder. You also DO want to have him neutered because he has 10 times more chance of getting cancer than a dog with descended testicles. You could wait another month or two to see if they decide to come out on their own, but I'd go ahead and have the surgery if they aren't there by 6 months, ESPECIALLY if you have a female.
