I would wait and allow them more time to drop. Kasey didn't drop his first until he was well over a year and his second until around a 1 1/2 yrs. He is small too. From what I have come to understand, nondescending is more common in smaller males and also takes a bit longer sometimes.
And yes, he will still be able to impregnante a female with ease!
