I think that may be the maximum sentence, not sure. A few years ago a guy grabbed a Bichon, Leo, out of his owner's car and threw him into traffic where he was hit by a car (of course) and died on the way to the vet's office. The guy got 3 years and I think that was the maximum. Different states may have different laws. I agree that the sentence should be MUCH longer!
