Yes! If he doesn't go potty in the morning put him back in he's crate. Then take him out again every fifteen minutes until he goes. Once he goes he can be out.
Keep both dogs with you at all times. You do not want to give them the opportunity to go in the house.
Dog naturally do not want to go potty in their crate. So use this to your advantage.
I gated off my family room in the begining and we stayed in there, literally. Once my Leo had a couple of 'accident free' day. I expanded his area into the kitchen. I continued this way until he had access to the whole downstairs.
It did take a lot of time! But, I figured it was better to give up a few weeks of house cleaning, then to have a dog with potty troubles.
