If he's going to stay little, you might prefer the potty pads. My Gracie (9lbs) was trained outside and loves going outside. My Sugar (3lbs) has always hated the grass and I worry about hawks so he uses potty pads. I put one in a litter box and it works great. I agree though, pick one place and stick to it. As far as the poop eating goes, they usually outgrow that. You can also sprinkle meat tenderizer on his food and that usually stops it in a few weeks. Good luck!
