 OK - I read it - general comments
To be honest, this does not look like a strong bill at all. It so weak, I wonder if it will at be effective AT ALL! Someone said that it is primarily a liscensing act, and I tend to agree. Ultimatly, it will come down to how the regulations are drafted and what input AKC actually makes.
Here's some points I noticed.
The actual language sites to "selling" or "Raising on the premises." We'll have to see how the word "raise" is ultimalty defined but I think there's a good argument here that when you are rescuing dogs, you are doing neither "raising" nor "selling"
Next - there's th 25 dogs or cat; OR
does not whelp more than 6 litters of dog or cats AND
sells only dogs or cats raised on premises at retail to people who are buying for thier own enjoyment AND NOT FOR RESALE
- its clear that what they are getting at is if you selling to dog brokers you are subject to regulation. But if you are a small hobby breeder or BACKYARD breeder, and have only a few bitches from which to breed, you can keep them in you house and breed them. |
