That's not true. There are several things that can cause that; he may indeed do better without another dog where he can feel secure. Dog's often bite out of fear--in fact, that is the root of most aggression issues.
I'm sure this dog can be rehabilitated, and I know you must care a lot for him, or you wouldn't have come here first. Listen to the good advice you're getting, and try to find a rescue or a home that knows how to handle a situation like this.
