Try putting it on him inside to get used to the feel of a leash.This seems to me like a fairly normal reaction to a leash from a puppy. I would just let him loose through the house or[ where ever he spends his free time] w/ the leash on don't hold on to it.Call him to you and bribe him with a treat, play with him w/ it on.You get the idea,it is just something that he has to get used to, that is all,just like a collar if he wears one .Goog luck soon you will look back at this and giggle how your boy was a fraid of his leash.lol
