I feel that you may need to re-assess how you are looking at this whole process. Based on what you have said, these are things that I think are going on:

1. He understands that it's ok to go potty outside, but it's not the ONLY place to go potty. Somewhere along the line, he has not assimulated the information that it's the ONLY acceptable area to go potty and that's why he still goes in the house.
2. He understands that you get mad at him and that is why he slinks away and hides, but he really does NOT understand why you are getting mad at him. He has not made the connection yet, otherwise, he would terminate the behavior that gets you angry.
3. He whines to go outside, when he wants to go outside, not when he needs to go potty outside. I think going potty outside is only incidental to the outside activity.

I think the only way you are going to make the connection with him is to catch him in the act, every single time he does it in the house.

This means you are going to have to keep up the schedule of potty times and keep yor eye on him at all times while he is in the house. (you are going to have to tether him to you or you will need to follow him everywhere he goes). When you see him squat to pee, you will need to clap your hands loud and say "no". and immediately take him outside. You are going to need to catch him in the act several times, before he connects the dots.

You are also going to have to make sure the areas that he has peed on are clean and free of urine smell. The only products that I know that work that do that is "nature's miracle" and "simple solution".

You may need to involve your kids to help you to watch him. When no one can keep 100% of their focus on him, you will need to confine him in an area that he cannot go pee in (i.e. crate or small enclosed area)

I think that after a couple of months of this "boot camp" you are going to see some results.
