similar thing happened to me, I was at a Marshalls store. In my case the lady was all dolled up. She was talking to someone about the dog and as I passed by I told my husband "look how cute her dog is", " how old is she?", she totally ignored me., (it was as yorkie). I guess she was too important to talk to people.
I agree with another poster, seeing a dog in a store is not as common as seeing a child, so the dog will be looked at and commented on. If you don't like to then don't take it out.
