Lady is a type I diabetic (insulin dependant) so I always have to watch out for hypoglycemia.
Here are the signs:

lethargy (lack of energy)
weakness
head tilting
"drunkenness" - wobbling when walking, unbalanced
hunger
restlessness
shivering
ataxia - usually lack of muscular coordination, but maybe changes in head and neck movements

You really need to get this little one to your vet for a thorough check up asap. From what you've said about his breeder, who knows what kind of care he got for the first six weeks of his life?
