Selling an item for twice as much as wholesale is common practice in the dog clothing industry - at least at dog boutiques anyway. On eBay these sellers are trying to sell items fast and are usually selling a lot of items. They usually have to have lower prices to sell the items, especially since the buyer has to pay shipping as well. Plus, eBay reaches millions - maybe billions - of buyers. A dog boutique in a smaller city (especially without a website) isn't going to sell large quantities of items. I know we normally carry one of each size in a style and that's it. We don't order mass quantities of things but we don't sell things super fast. That's why you have to make a nice profit on an item to stay in business.
