I do not know what your laws are where you live but in Tennessee (I am a board member of the local Humane Society) the law is that the chain has to be a certain length, they must have adaquate housing and that means a dog house and there must be water there for them all the time and proof that they are being fed. It is very sad but you cannot make people love their animals but they must have their basic needs met. My advice would be for you to call you local animal control and have them go out and check it out. They cannot tell who called or anything so you don't have to worry about her finding out you are the one who called if that worries you. At least you would be doing something. I know how hard it is to see something like that. I will never understand why people get dogs just to chain them outside? |
