First off...GOOD FOR YOU ADOPTING A RESCUE!!!

The two dogs should learn to be friends soon.
The new dog Joey is of course scared and you are the one person he feels he knows so he IS going to be clingy. He was gain confidence as he is in your home longer.
Barking is the dogs way of talking to you. When I brought home my Lacie, she had been raised in a kennel for 5 months and she barked at EVERYTHING and EVERYONE. I kept telling her it was ok and she became customed to the noises and people around her. I try to socialize her as much as possible to help her understand her new BIG world. you might try going out on short trips to new places so Joey can become confident that every thing is alright.

About the hives it may be from stress, but I would ask your vet to be sure.
