She is definately too young to breed now. Most people wait until the 2nd heat or until the female is 1 1/2-2 yrs to breed. It differs from female to female, but her most fertile time will more than likely be the 2nd week of her heat. However, just because she is not at a stage where she could become prego, doesn't mean that she and your male will not mate. An unsupervised tie is NEVER advised and could potentially do alot of damage to both male and female.
Also, please know that there is alot more that should be considered with breeding than just size (especially weight alone) and 'good health.' I would recommend finding a well-seasoned and respected breeder in your area to guide you in the meantime. Nothing bad ever came from being well informed about the process.
