I think it is weird you see the "little white things" in the poop everytime they eat rice.

Rice is normally easily digested (animals and humans..) and should not be seen in the poop.....(unlike nuts, corn, etc...).....

Anytime a dog of mine has had tapeworms the poop was runny ....if the poop is firm and you see white things it may be pieces of "stuff" the dog has chewed.....

But if the dog is having runny / or loose poops and you see white 'rice looking' things I would suspect tapeworms.

Doggy poop should be formed and firm...if it is runny, has mucous, bloody or has streaks of blood.....or whatever....... I would check with the vet.....my vet always wanted a stool sample that was "fresh"...not more than 2 hours old.....or he would just use the little "butt/probe" thing and get his own sample......
