Fabulous idea - with the best intensions - and I'd buy a T-Shirt...

however it's way more complicated than just starting a "fund". You'd have to have committee, and the committe would have to be trusted to pick and choose WHO would get the benefits of the money to find their baby. And then they would have to decide "how much money" would be used and HOW it would be used? How long would you look for one if there were others needing help? And it goes on and on. I hate to burst your bubble - but I don't see Admin letting this happen. It will only end up with problems.

It's a "wonderful" idea and you're so very sweet to think of it but maybe you could find a place that already does this and donate to them. Or start a legitimate one yourself.
