EEEEWWW!!!...Isn't that gross when they want to do that!
I had this problem a few years ago so I went out and purchased a Rubbermaid tub that had sides that are about 8 in. high so he wasn't able to lean down in to it to reach the litter...if you fill it up too high with litter then it will defeat the purpose....it worked great....
