I don't think you need medication. A puppy is like a child, they have tons of energy and need the proper ammounts of time to express it (and yes, tire them out). I think you should probably walk him 3 times a day (not 1). He needs to get used to be taken outside to potty or you can set up pee pads throughout your room (eventhough, my dog used to tear them up when he was a pup... it was gross!). Also, you should try taking him to the dog park once a week since you're too busy during the week to play with him and tire him out. Pups need to be able to run around and play. i think the biting your ankles and hands is because he's trying to get your attention. Also, if you take him to the petsmart puppy training classes, that might help.
