Unfortunately, not everyone was responsible with their pets and now we have a huge pet overpopulation problem which results in millions of dogs and cats being euthanized every year. I think I have a diferent perspective. Living in NYC, in an apartment, you do not ever take your dog out without a leash. When we used to go to the off leash dog park in the 70's, nobody sat down. You ran around with your dog. The park was surrounded by heavily trafficked roads. It's just a different way of life. I never even had a yard to let my dog run around in.

I do feel that a dog who can be allowed to go loose for awhile (lucky dog!)
must be neutered unless you're breeding. Then, I think you have to take complete responsibility and watch your dog every second.
